Siak District Government encourages the principles of sustainable natural resources management and community economic development. Bupati Decree No. 22/2018 concerning Green Siak District emphasised that environmental sustainability is the district’s development priority. All aspects of development in Siak district are aligned to support the Green Siak objectives.
SPLP supports the implementation of the Green Siak Roadmap through joint activities for transformation of the palm oil sector in the district. The support from SPLP to Green Siak was formalised in February 2020 with a Collaboration Agreement between Siak District Government and SPLP Coalition members, in conjunction with the 2020 General Assembly (GA) of Sustainable Districts Association (LTKL) Forum.
Pelalawan District Government issued Bupati Decree No. 73/2020 regarding the District Action Plan for Sustainable Palm Oil (RAPKSB). This regulation acts as a guidance for all stakeholders in the development and management of sustainable palm oil plantations in Pelalawan district.
The SPLP programme goals are directly aligned with the objectives of the District Action Plan. SPLP collaborates closely with Pelalawan government agencies, including the District Planning Agency (BAPPEDA), District Plantation Agency (Dinas Perkebunan) and the District Environmental Agency (Dinas Lingkungan Hidup) to support the implementation of the District Action Plan and to transform palm oil production in the district.
Lingkar Temu Kabupaten Lestari (LTKL) is an association established and managed by Indonesian district governments to foster sustainable development that adheres environmental protection and community wellbeing. LTKL operates alongside the Association of Indonesian District Governments (APKASI) as a caucus for sustainable development. By 2020, LTKL had nine active district members spread in six provinces in Indonesia.
LTKL seeks to connect support from national and global development partner networks and stakeholders, including civil society, academics, and private sector partners. One of the examples is the facilitation LTKL plays for the partnership between SPLP and Siak District Government from the intervention design, the formulation of the cooperation agreement, and the implementation of activities.
Sedagho Siak is a coalition of 20 local, national and international civil society organisations. Sedagho Siak has played an important role in both initiating the formulation of Bupati Decree on Green Siak (Perbup No. 22/2018) and developing the Green Siak Roadmap that was formalised under SK Bupati No. 650/HK/KPTS/2019. During the intervention design phase SPLP closely consulted with Sedagho Siak.
ASPPUK (Association for Women in Small Business Assistance) is a non-governmental organisation with 52 members (NGOs spread across 20 provinces in Indonesia) with the aim of empowering and strengthening the economy of women micro-small businesses (PUK-micro) and building critical awareness to achieve justice and gender equality in various aspects of life. ASPPUK supports the implementation of the Siak Pelalawan Landscape Programme in strengthening communities by diversifying livelihoods through generating environmental-friendly and gender-equal income sources.
Earthworm Foundation is a global non-profit organisation with more than 20 years of experience helping companies and other stakeholders tackle environmental and social problems within their supply chains.
Since mid-2018, Earthworm and its members have been working in Giam Siak Kecil-Bukit Batu Biosphere Reserve with the aim to reduce deforestation rates and to strengthen the resilience of communities as key stakeholders to manage forest resources and conservation. Giam Siak Kecil is an important landscape considering that the 700,000 ha area, predominantly peat swamp, plays a vital role in serving as a natural water reservoir, carbon sink and wildlife habitat for key species.
Earthworm collaborates with SPLP to develop conservation planning and strengthening community livelihoods through participatory mapping in Tasik Betung village, one of the villages central to Giam Siak Kecil.
Winrock International is a non-profit organisation that implements a portfolio of more than 140 agriculture, environment and social development projects in over 46 countries.
Winrock has been implementing the Siak Project in Siak District since 2014. The project aims to develop sustainable peatland restoration that improves livelihoods, reduces fire risks and slows peat subsidence. Winrock and SPLP collaborate on supporting farmers and communities to adopt sustainable agricultural practices for smallholder palm oil plantations on peatland and for other crops through paludiculture.
